| Membership
1.
Any Afghan citizen who is 18 years or older, interested in Nonviolence,
has read and accepted the APA Goals and Principles
can obtain membership to the APA. 2. Any Afghan who is,
or has been a member and active in the ranks of different political organizations
by abstaining from armed struggle and believing in principles of
nonviolent struggle for the restoration and preservation
of peace and national unity can, after signing a
written application, be organized in one of the Fundamental Assemblies
of Peace and Unity of the APA. 3. Individuals under 18 can
become a member and be active in a social organ of the APA
after written permission from at least on of his/parents. 4.
Acceptance of participation in the APA activities which is assigned to an
individual according to his/her talent and capacity
is the condition for active membership in the APA.
5. Any applicant for membership,
after he/she is accepted to the APA, must keep in touch
regularly with the relating branches of the APA. 6. A membership
fee is a requirement to continue membership to the APA.
Rights, Obligations, and Responsibilities of the Members:
A
- Rights: A series of guidelines
for action within the framework of the APA principles which determines and explains
the authorities of the APA members. 1.
All members of the APA have equal rights which are an inalienable part of
their membership in the APA. 2. All
members of the APA have the right to elect, or to be elected to the leadership
organs of the APA. 3. All
members of the APA have the right to defend the rights of other members.
4. All members have the right to freely express their opinions toward
the advancement of the APA missions.
5. All members have the right to have membership to other national
and international political and social organizations
as long as their goals and principles do not conflict with
the APA's and Afghanistan's national interest. 6. All members
have the right to voluntarily resign from the leadership and/or membership
of the APA through a written statement.
B- Obligations: A series
of individual responsibilities of the members in relation to the principles of
the APA. 1. All members of the APA are obligated
to enter negotiations with the armed individuals at
their own capacity towards cessation of fighting, blood shedding, and fratricide.
2. All members are obligated to obey high order and discipline
within the APA and be a role model of high personality,
open-mindedness, and a symbol of peace and national unity.
3. All members are obligated to increase their political and
social awareness as well as to strive for the development
and enrichment of national culture of the country. 4. All
members are obligated to, in the discussions and gatherings of the APA, accept
positive and healthy criticism with patience and
to observe high humane ethics. 5. All members are obligated
to pay their membership fee on time and to notify their corresponding
branch of any change of address. C- Duties: A
series of official responsibilities that are reflected in the principles of the
APA and are given to members through their corresponding
APA authorities. 1. All members are assigned to participate
in the implementation of the goals and principles
of the APA and to uphold them as their fundamental duty towards the restoration
of peace and national unity. 2. All members are duty bound
to execute the orders and decisions of their superior authorities
which are assigned according to the principles reflected in the bylaws of the
APA. 3. All members are duty bound to elaborate and propagate
the goals of the APA in the Afghan communities and
society and to invite peace-seeking individuals and groups to
the APA. 4. All members are duty bound to propose themselves
objectively as mediators in the society or places
where conflicts may result in disunity and/or fighting.
Authorities
of APA president: 1. The president is authorized
to select his/her administrative staff from among the members
of the APA, as necessary. 2. The president can propose to
the CC, from among the APA members, individuals as directors
of the executive committees for approval by the CC. 3. The
president can make propositions to the executive committees for the betterment
of activities. 4. The president
assumes the rights and responsibilities of an executive member , or assigns
someone in the his/her position temporarily until the next CC meeting in case
of their absence. 5. The president
chooses his vice president before elections. The vice president has no voting
rights in the CC in the presence of the president. 6. The
president has the right to call for an extraordinary CC meeting. 7.
The president has the right to prepare the list of the Election Delegation in
understanding with the Internal Affairs Committee
and propose it to the CC Introduction
