Gather or collect peace plans from interested and involved parties. 2.
Authorative people should draft a new constitution based on the common points
of the peace plans collected. The needs of Afghan society and a vision for a durable
peace in Afghanistan. 3.
Interim government must be formed and recognized by members of the intenational
community. 4.
Peace guard must be formed from the Afghan population in exchange for a small
monthly salary under international military supervision, namely United Nations. 5.
All weapons must be collected and be submitted to the UN in exchange for money.
6. Afghanistan
right to be a demilitarized state must be recognized and guaranteed internationally. 7.
Afghan refugees must be encouraged to repatriate from abroad in safe and secure
conditions. 8.
Loya Jirgah or Grand Assembly must be called and supervised by the international
community to pass the constitution. 9.
Elections must be held based on the new contribution. 10.
New government can be formed based on the results of election.
