| The FPUA's are the first, most fundamental and
closest organs of contact of the APA members, APA leadership and the people.
FPUA's are currently consisting of the following: - APA Afghanistan
Council - APA European Council - APA Central Asian Council - APA North
American Council - APA South East Asian Council Each of
the above councils are subdivided into country, provincial, and city councils
Authorities: - A FPUA can form only if there
are at least two APA members organized in it. - A FPUA follows APA principles
as guideline for its organizational structure. - FPUA's are formed based on
residence locality and work place. - The general membership meeting of a FPUA
is the highest decision making organ of that FPUA. - The
general membership meeting of a FPUA elects its own president and executives of
its working committees. - The FPUA's report to their relative
superior organs. - An APA member can not have membership of two FPUA's at
the same time. - FPUA's can form at the level of Continental, Country, State,
Province, District, Residence and Work Place depending on the number
of members and their convenience. Duties:
- To attract and recruit Afghans to the APA. - To explain the
goals of the APA to the Afghans and Non-Afghans. - To assist Afghans at work,
residence and life affairs. - To collect membership fees and donations through
sale items provided by the APA.
